Tul Bahadur Pun VC

I applied to Downing Street to have an online petition to support Tul Bahadur Pun VC's entry into to the UK. It was rejected because "Your petition was classed as being ...outside the remit or powers of the Prime Minister and Government". As the Home Office has now given Mr. Pun a visa to stay does this mean that the Home Office is not part of the government?
